The Department of Buildings says a faulty nylon safety strap is to blame for the death of construction worker, who fell seven floors to his death at a condominium building site on the Upper East Side this morning.

The worker, who has been identified as 35-year-old Bayside resident Kevin Kelly, was installing windows on the 23rd floor of a building on East 67th Street near First Avenue when he fell onto a balcony below.
